Cultural Freedom Project Substack in Partnership with the Penn Cultural Heritage Center at the University of Pennsylvania

In 2025, the Raphael Lemkin Society joined the Cultural Freedom Project Substack, an initiative of our partner, the Penn Cultural Heritage Center at the University of Pennsylvania.

The project focuses on protecting cultural rights, access to culture, and personal safety in timeof war. Through this platform, the project team amplifies the voices of independent
cultural organizations in Ukraine and Georgia by sharing their work, analysis, and reflections with colleagues and allies around the world.

As part of this collaboration, Viktoriia Savchuk Kennet, the Society’s Digital Communication Manager, authored a series of publications. In these articles, she explains how the Society
uses legal tools to counter Russia’s destruction of Ukrainian culture as a manifestation of genocidal practice. She also analyzes systematic attacks on libraries, publishing houses,
and Ukrainian literary figures, and highlights the experience of the Mariupol Museum of Local Lore, which, after being destroyed and looted, continues to operate in evacuation and
preserve Ukraine’s cultural heritage for future generations.
